Improve the usability of the licensing check on toolstack startup

These updates contain fixes for the following issues:
- When enabling storage multipath from XenCenter with the host in maintenance mode, the multipath status was not updated when exiting maintenance mode.
- Under some conditions when using Intellicache, the storage I/O process can encounter an error and stop responding to requests for data reads.
- PVS cache VDIs sometimes are not unmounted correctly.
- The GFS2 SR might not be attached correctly after detaching.
- If a user-supplied certificate file contains extraneous content, the SSL certificate parsing fails with the error “CERTIFICATE_LIBRARY_CORRUPT”.
- Errors can occur when a VM is shutdown during migration.
- Errors can occur when IGMP snooping is applied on non-managed network interfaces.
- When XenServer is under stress an IO_PAGE_FAULT can occur.
These updates include the following improvements:
- Improve the usability of the licensing check on toolstack startup
- Handle the host certificate refreshing period gracefully.
- Handle errors gracefully when IPMI readings are not available during toolstack restart.
- Reduce PCI config reads.

- CVE-2023-45803
- CVE-2023-43804
