This problem usually happens if the password you enter is incorrect once, after which the CP4-R will lock you out for an hour.
To easily solve this, you can disconnect and reconnect the LAN cable, and you can even enter the username "admin" and the serial number of the CP4-R.
You can increase the number of wrong tries if you want to prevent something like this or to turn off this lockout completely.
Other ways to connect to it include a direct USB connection to it or a connection from the Crestron Toolbox software, but if you are within easy reach of it, the LAN disconnection is the easy way to go.
