Adds direct integration with Cisco devices and fixes black frame video

Resolved Issue(s)
✔ ️Fixed issue with Automatic Power Settings that resulted in black frame video to continue to output when Turn Off Output option was enabled.
Known Issues
? Source buttons on Cisco Touch10 panel always follow the order of HD-RX-4K-210-C-E-(POE) inputs irrespective of the order of button creation in the configuration file.
? In absence of VGA source 'Audio only mode' cannot be used when HD-RX-4K-210-C-E-(POE) is integrated with Cisco.
? Automatic Power settings (CEC, COM) cannot be used when HD-RX-4K-210-C-E-(POE) is integrated with Cisco.
? Crestron switcher does not show the serial number of Cisco device.
? HD-RX-4K-210-C-E-(POE) Web UI needs to be refreshed to see latest updates after uploading the config file through API.
? Foreign language characters (Chinese, French, Japanese etc.) are not supported in source button labels.
? Special characters ("|", "\", "`", "?", "/", ":", ";", "'", ",") are not supported in source button labels.
? In an ongoing call Touch10 automatically starts sharing HD-RX-4K-210-C-E-(POE) input video to local & remote display when sync is detected.

? USB port on front panel cannot be used for upgrade, logging & EDID loading.

? During commissioning dealer might experience snow/white/pink flashes on display when EDID/HDCP settings are changed on HD-RX-4K-510 HDMI or DM Inputs.
? A short white/pink/snow flash will be seen when user unplugs Apple 4K laptop from the transmitter or HD-RX-4K-210 local input
? HDCP status in WebUI shows as Inactive on all DM-Lite interfaces connected to TX-201/301.
? User cannot login to WebUI of HD-RX-4K-210 using Safari for Windows or Safari on iPhone/iPad.
? Serial port cannot be used with any device which supports only 7 bits of data.
? TV and analog audio may be lost after removing and re-inserting VGA sources connected to a HD-TX- 201/301 transmitter.
