How is Smartdock and Logitech Rally compatible?

Is it possible to use the Smartdock with the Flex extension for the Logitech Rally camera?

Partially, the Smartdock Flex extension has only USB 2.0. For 4k transfer a USB 3.0 is required. Therefore only 1080p left with the Logitech Rally about the Flex expansion. But I haven't tested it myself yet so there's no guarantee if it works at all.
Alternatively you could use a Logitech Rally kit and connect it directly to the normal Smartdock.
