Right room for thermostat?

If the mobile thermostat is positioned in the living area (target temperature 23 degrees), there is insufficient heating in other rooms. After reaching the target temperature, the thermostat switches off and the heat request from the other radiators is not served. What would be a solution: Move the thermostat to a cooler room and set a temperature of e.g. 20 there. Then control the temperature in the living room and other rooms via the radiator thermostats?
