Configure Interactive Response Group ?

I am new to configuring Skype for Business and have found users are not able to access the interactive response group to access our after hour phone system. I

I am walking through each step through the GUI and notice at Step 4 "outside of business hours" I am wondering how I get the user to move past this to the interactive phone section - Step 7. When I try the different options, I get error message or disconnect from the call. It is currently configured to point to the voice mail. Any assistance would be great!
