It depends. There are several different authorization levels in managing guest experience when guest access is enabled in Microsoft Teams.
- Azure Active Directory - The highest level. You can enable rules on how guests can be invited.
- Microsoft Teams organization level - Here you can control what features can the guest have (calling, messaging, meetings, etc.)
- Microsoft Teams individual team level - In here Administrators and Team owners have the to manage guest's permissions (like the ability to delete/change channels)
