You may do the following simple steps to access Control Panel in Windows 10:

Open Search by pressing Win+S or open the Start menu.
Type “Control Panel” into the search box.
When Control Panel appears in the top left pane, either press Enter or click/tap on Open in the right pane.
Choose to view the Control Panel in either Category, Large icons, or Small icons view.
