The problem could be due to the microphone hardware of the notebook. Test the following:
Record a voice recording without using a video conferencing app - for example,
using Microsoft Voice Recorder and listen to the recording with headphones. If the recording is not of good quality, it is due to the integrated microphone -> Use a headset or another microphone.
If the recording is of good quality, it could be due to WiFi -> Perform a DSL speed test. If speed is to slow -> check with Ethernet cable
