Can I setup my Dot using ONLY my computer?

My PC version of Alexa Does not seem to have a way to connect (or instructions for) to Wi-fi. I do not have or want a mobile phone. The computer has no problem on wi-fi. If there's going to be a PC version, shouldn't it have instructions for setting up a wi-fi connection from there?
