you need to be running the webex app and have Rally system set as the microphone, speaker and camera
https://help.webex.com/en-us/article/idbbo9/Select-audio-settings-for-Webex-Meetings-and-Webex-Webinars
with the app installed you should be able to click on invites in outlook
