Sure you can, but you have to create a SIP trunk to a phone provider. The easiest way is an integration into a VoIP system, so you have all the advantages combined with the most powerful open source solution worldwide.

Also, Microsoft offers calling plans that do work with MTR devices. When a calling plan license is assigned to the room account, a dial icon will appear on the corresponding touch panel. You can call any callable number given any restrictions in the calling plan as if the room was a regular phone. Some restrictions could be only domestic vs international, etc.
