How to Create Role-based access control?

Microsoft Teams Rooms offers a few built-in roles that you can assign to groups and users and those are:
If the permissions offered by the built-in roles do not suit your organization, you can define new roles:
In the MTR managed service portal navigation, go to Settings -> Roles and select the Create role option.
On the General settings page in Role properties, enter the name, and in Description, explain details about it. Finish by clicking Next.
On the Permissions page, under Role permissions, chose the ones that you want to apply to that specific role.
On the Assignment page, under Assignment properties, enter a name for the assignment, and under Notification settings, select the E-mail notifications check box - if you want this role to receive email notifications.
The Members page, in the Search for user or security group, requires a name of a user security group to which you want to give permissions.
The Scope page in the Search for room or room group box requires the name of either room or room group that this role will be allowed to manage.
Finally, review the details and if you are satisfied choose to Add new role.
